{"id":1522,"date":"2019-12-27T02:23:58","date_gmt":"2019-12-27T01:23:58","guid":{"rendered":"http:\/\/acager.org\/?page_id=1522"},"modified":"2020-12-28T10:35:16","modified_gmt":"2020-12-28T09:35:16","slug":"rigager-numero-6-introduction","status":"publish","type":"page","link":"https:\/\/acager.org\/en\/rigager-numero-6-introduction\/","title":{"rendered":"RIGAGER Num\u00e9ro 6 &#8211; Introduction"},"content":{"rendered":"<p>Volume 06 of IJGPRM gathers together 08 scientific articles, 01 PhD thesis summary and 01 professional master's thesis summary, focused on Geomatics, natural resources and the development of the intertropical world in both rural and urban areas. Geomatics taught and practiced must be able to address the vital problems of our society by avoiding the silos and prejudices that make it so difficult to transform the enormous expertise that this science and technology offers in the field of the environment, spatial planning and digital cartography, in terms of spatial planning and the development of the intertropical world.<\/p>\n\n\n\n<p>This part of the African continent has recorded its strongest economic growth in twenty years. The latter is mainly due to strong global demand for commodities and increased investment in these sectors. The exploitation and trade of raw materials is the main source of foreign exchange and tax revenue for many countries in the intertropical zone.<\/p>\n\n\n\n<p>Most recent studies show that the exploitation of mineral resources tends to degrade the environment, the economic fabric, the social cohesion and the political institutions of producing countries. Paradoxically, the exploitation of the riches of the soil and subsoil is therefore associated with the misery of local populations and poor governance, as exposed by Terry Lynn Karl in his book The Paradox of Plenty. Some exceptions to the rule, however, leave hope that it is possible to ward off this curse, provided that a series of particular conditions are met.<\/p>\n\n\n\n<p>These observations refer to now classic debates around the thesis of the curse of natural resources and enclave effects, which are renewed by the introduction of \"new\" regulations, most of which date back to the period the growth of prices in the early 2000s or the 2008 crisis. <\/p>\n\n\n\n<p>These have been set up at various levels to regulate the exploitation of natural resources and more particularly in the mining sector.<\/p>\n\n\n\n<p>It is therefore a question of asking otherwise the question of the curse of management and exploitation of natural resources. Countries that derive a high income from the exploitation of raw materials often see the majority of their population sinking into poverty and precariousness.<\/p>\n\n\n\n<p>With regard to the risk of civil war, various studies have concluded that tensions over capture and distribution of rent increase political instability and the risk of armed conflict. Paul Collier and Anke Hoeffler (2000) assert on the basis of econometric analyzes that countries whose prosperity is based on the exploitation of raw materials present an increased risk of civil war, especially when these activities generate at least one third of the national income gross.<\/p>\n\n\n\n<p>As for the political and institutional aspects, authors such as Nathan Jansen and Leonard Wantchekon (2008) believe that there is a correlation between the abundance of natural resources and the autocratic regimes in Africa8. The activities of the extractive industry and the consumption of hydrocarbons have a decisive impact on the environment. <\/p>\n\n\n\n<p>The authors of the contributions to volume 06 of RIGAGER wonder in turn about the questions of development and exploitation of resources both in urban and in rural areas.<\/p>\n\n\n\n<p>Thus, Rama NDAO considers as an instrument of planning and management of urbanization in Senegal, the program of promotion of Zones of Joint Development in which it is necessary to integrate Geographic Information Systems. Tchuembou Talom Boris and Etouna Joachim have used these tools of geomatics to analyze the problem of illegal parking of cars in downtown Yaound\u00e9. Ndjeuto Chouli Prosper Innocent et al., Provide technical assistance with the tools of geomatics to the realization of the municipal plan of Development of the Municipality of Tign\u00e8re whose one of the major objectives was the constitution of a database with reference Space. Betinbaye Yamingu\u00e9 et al. analyze urban land, which, through its appropriation and especially its valuation, poses problems of urban management in Doba, southern Chad. Adou Dian\u00e9 Lucien presents the results of the assessment of the impact of the standard of living of the populations on the strategies of fight against Malaria in Daloa. Nisso Youribele evaluate the participatory approach to the management of Bouba Ndjidda National Park. Bohoussou N\u2019Guessan et al. assess the current contribution of the artificial lake to the resurgence of floods in the city of Man in Ivory Coast. <em>al<\/em>., apportent leur assistance technique avec les outils de la\ng\u00e9omatique \u00e0 la r\u00e9alisation du plan communal de D\u00e9veloppement de la Commune de\nTign\u00e8re dont l\u2019un des objectifs majeurs \u00e9tait la constitution d\u2019une une base de\ndonn\u00e9es \u00e0 r\u00e9f\u00e9rence spatiale. Adou Dian\u00e9 Lucienpr\u00e9sente les r\u00e9sultats de l\u2019\u00e9valuation\nde l\u2019impact du niveau de vie des populations sur les strat\u00e9gies de lutte contre\nle paludisme \u00e0 Daloa. Nisso Youribele \u00e9valuent l\u2019approche participative de la\ngestion du Parc National de Bouba Ndjidda. Cette derni\u00e8re s\u2019explique notamment par une forte demande\nmondiale pour les mati\u00e8res premi\u00e8res et un investissement accru dans ces\nsecteurs. L\u2019exploitation et le commerce des mati\u00e8res premi\u00e8res repr\u00e9sentent la\nprincipale source de devises \u00e9trang\u00e8res et de recettes fiscales pour de\nnombreux pays de la zone intertropicale.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>La plupart des \u00e9tudes r\u00e9centes montrent que l\u2019exploitation des ressources mini\u00e8res tend \u00e0 d\u00e9grader l\u2019environnement, le tissu \u00e9conomique, la coh\u00e9sion sociale et les institutions politiques des pays producteurs. De mani\u00e8re paradoxale, l\u2019exploitation des richesses du sol et du sous-sol est donc associ\u00e9e \u00e0 la mis\u00e8re des populations locales et \u00e0 la mauvaise gouvernance, ainsi que l\u2019a expos\u00e9 Terry Lynn Karl dans son ouvrage The Paradox of Plenty. Quelques exceptions \u00e0 la r\u00e8gle laissent pourtant esp\u00e9rer qu\u2019il est possible de conjurer cette mal\u00e9diction, pour autant qu\u2019une s\u00e9rie de conditions particuli\u00e8res soient r\u00e9unies.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Ces\nconstats renvoient \u00e0 des d\u00e9bats maintenant classiques, autour de la th\u00e8se de la\nmal\u00e9diction des ressources naturelles et des effets d\u2019enclave, qui se trouvent\nrenouvel\u00e9s par la mise en place de \u00ab nouvelles \u00bb r\u00e9gulations qui datent, pour\nla plupart, de la p\u00e9riode de croissance des cours du d\u00e9but des ann\u00e9es 2000 ou\nde la crise de 2008. <\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Celles-ci\nont \u00e9t\u00e9 mises en place \u00e0 diff\u00e9rents niveaux pour encadrer l\u2019exploitation des ressources\nnaturelles et plus particuli\u00e8rement dans le secteur minier.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Il est donc question de poser autrement la question de la mal\u00e9diction l\u2019am\u00e9nagement et de l\u2019exploitation des ressources naturelles. Les pays qui tirent une forte rente de l\u2019exploitation de mati\u00e8res premi\u00e8res voient souvent la majorit\u00e9 de leur population sombrer dans la pauvret\u00e9 et la pr\u00e9carit\u00e9.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>En ce qui concerne le risque de guerre civile, diverses \u00e9tudes ont conclu que les tensions autour de la captation et la distribution de la rente augmentent l\u2019instabilit\u00e9 politique et le risque de conflits arm\u00e9s. Paul Collier et Anke Hoeffler (2000) affirment sur la base d\u2019analyses \u00e9conom\u00e9triques que les pays dont la prosp\u00e9rit\u00e9 repose sur l\u2019exploitation de mati\u00e8res premi\u00e8res pr\u00e9sentent un risque accru de guerre civile, notamment lorsque ces activit\u00e9s g\u00e9n\u00e8rent au moins un tiers du revenu national brut.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Quant aux aspects politiques et institutionnels, des auteurs tels que Nathan Jansen et Leonard Wantchekon (2008) estiment qu\u2019il existe une corr\u00e9lation entre l\u2019abondance de ressources naturelles et les r\u00e9gimes autocratiques en Afrique. Les activit\u00e9s de l\u2019industrie extractive et la consommation d\u2019hydrocarbures ont un impact d\u00e9terminant sur l\u2019environnement. <\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Les\nauteurs des contributions du volume 06 de RIGAGER s\u2019interrogent tour \u00e0 tour sur\nles questions d\u2019am\u00e9nagement et d\u2019exploitation des ressources tant en milieu\nurbain qu\u2019en milieu rural.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Ainsi, Rama\nNDAO consid\u00e8re comme un instrument d\u2019am\u00e9nagement et de gestion de\nl\u2019urbanisation au S\u00e9n\u00e9gal, le programme de promotion de Zones d\u2019Am\u00e9nagement\nConcert\u00e9 dans lequel il faut int\u00e9grer les Syst\u00e8mes d\u2019Information g\u00e9ographique.
